## Verification and important corrections

- The original 113 rows are preserved. Their previous verification was not repeated wholesale in this batch.

- A new verified row requires a research retrieval identifying application/pdf plus relevant content. Alwar and Deeg use indexed OCR in addition to scanned-PDF resolution. Hanumangarh, Pali, Barmer and Jhansi city use indexed cover/title evidence where the live text layer omits it. This is not a guarantee that a subsequent request will succeed.

- Pimpri-Chinchwad 2024 (186 pages), Himachal Pradesh 2024, and Uttar Pradesh 2024 were previously unresolved and are now recovered. These count as additions to the verified catalogue, not wholly new discoveries.

- Latur's official page calls its document a district heat plan. The PDF is actually the 2026-27 District Action Plan on Climate Change and Human Health, with a dedicated heat chapter. It is labelled embedded.

- Tamil Nadu urban-cooling guidelines print February 2026 even though their URL includes /2025/06/. They are guidance, not the Tamil Nadu state HAP.

- Baghpat's repository groups a plan under 2026-27, but its cover says 2026. Its 2024-25 listing has a cover saying 2024.

- Lakhimpur Kheri's 2026 listing has a printed 2026-27 period. Shahjahanpur city remains undated because its printed edition could not be established.

- An older Himachal PDF prints both 2020 and 2023. It is retained as undated with the ambiguity disclosed, rather than choosing a year silently.

- The two-page A4 pregnancy leaflet and six-page brochure contain substantially the same text. They occupy one row with an alternate format URL.

- State and national district_or_city fields remain blank. Unknown language/page values remain blank. All original 16 CSV columns are preserved.

## Search coverage and unresolved records

This pass checked Rajasthan's 41-district repository; TN-SMART's state and 11-city list; GHHIN/CEEW city-plan listings; Uttar Pradesh state and NIC district repositories; Himachal SDMA; Maharashtra municipal/district sources; Karnataka and Goa repositories; NCDC; NDMA/NIDM; IRADe; NRDC; MHT; ICLEI and TNGCC. Further searches and unsuccessful document retrievals went beyond the 100 selected screened records.

The 67 retained leads comprise 33 Rajasthan district entries, 12 TN-SMART entries, 13 GHHIN/CEEW city entries and 9 Uttar Pradesh entries. Specific limits are recorded row by row. Large-file limits (often about 10 MB), timeouts/502 responses, unreadable scans, and viewer-only links prevented confirmation. Several Maharashtra download buttons returned JPEG images and were excluded. A Bangladesh toolkit was excluded as outside India scope.

## States and UTs without a verified plan

Under the broad embedded heat-health-plan definition, none: the first batch contains a dedicated NCDC heat chapter for all 36 states/UTs. This does not establish standalone HAP adoption.

No verified standalone HAP was obtained in either batch for: Andaman and Nicobar Islands; Arunachal Pradesh; Assam; Chandigarh; Chhattisgarh; Dadra and Nagar Haveli and Daman and Diu; Goa; Jharkhand; Ladakh; Lakshadweep; Madhya Pradesh; Manipur; Meghalaya; Mizoram; Nagaland; Puducherry; Sikkim; Tamil Nadu; Tripura; Uttarakhand. These 20 jurisdictions are retrieval gaps, not evidence that plans do not exist.

## Website and downloader use

Import India_HAP_Combined_Verified.csv or the matching JSON into the website. Display 146 documents, distinguished by document_type. Keep the 67 unverified leads outside verified results and download counts. The combined verified catalogue contains 85 standalone HAPs, 37 embedded heat-health plans, 1 national plan and 23 guidance documents.

Run `python -m pip install requests`, then `python download_heat_action_plans.py India_HAP_Combined_Verified.csv`. To fetch only additions, pass India_HAP_Batch_2_Verified.csv. The script retains the earlier PDF-header checks, initial request plus three retries per URL, primary/alternate/archive fallback, 60-second timeout, two-second spacing, existing-file skips and failure logging. Do not run it against the screened or unresolved CSV as though those contain verified downloads.

Validation performed: exact 16-column schema; 33 new IDs and primary URLs unique against the original 113; 146 combined records; 100 screened records; 67 unresolved rows with blank download fields; document-type totals reconciled; CSV-to-JSON ID parity; original records preserved. The previously tested downloader was copied without modification. No live bulk download was run.
