How to read this. Facts link to their sources; anything marked proposed or inferred is the researchers’ suggestion, not a commitment by anyone named. Gaps are gaps in what we found, not faults.

Heat context

Climate: Predominantly tropical maritime and humid. A hot dry rainfall season is not equivalent to a low-humidity hot-dry climate. Conditions vary by location and season. Seasonality: PAGASA identifies a generally hot dry season in March–May; this is not a guarantee of safe temperatures in other months. Night heat: The National Adaptation Plan describes rising maximum and minimum temperatures, with minimum temperatures rising faster over the period discussed. Indoor night exposure is not measured by satellite surface temperature or a daytime station heat index. Trend scope: NAP climate discussion uses historical records, including 1951–2020 anomalies relative to 1991–2020; no historical trend is labelled a 2026 local measurement. Evidence:

Warnings

Known, inferred, uncertain: Known: Public information services exist. Inferred: Link alerts to named staff, services and spending authority. Uncertain: Current reach, uptime, local calibration, household reception and action completion. National: PAGASA publishes heat-index information; DOST describes the iHeatMAP platform and localised heat information. Metric limit: Heat index combines air temperature and humidity. It is not air temperature, indoor temperature, land-surface temperature or WBGT. Do not replace worksite exposure assessment with one public index. Last mile: Online dissemination is documented. Reliable reach to people without smartphones, language/accessibility coverage, message receipt and funded action are not established by platform availability. Local example: QC has local heat-action arrangements; a C40 roadmap brief describes its iRISE-UP context. Exact current local trigger documents still need confirmation. Who is responsible

Rules for heat at work

Known, inferred, uncertain: Known: General OSH statute and recent advisory circulation. Inferred: Worker-verified implementation and inspection can connect work protection to income resilience. Uncertain: Full 2026 operative texts, enforcement, informal-worker coverage and claims experience. Binding background: RA 11058 (2018) establishes private-sector OSH duties and worker rights, including duties to manage hazardous conditions; it excludes the public sector from its stated coverage. Recent update: PMAP circulated Labor Advisory 20, series 2026, on 27 October. Its accessible account describes workplace-specific risk assessment, rest/water/cooling and adjusting unsafe work. Verification boundary: DOLE live pages and original signed advisory were not retrieved. PMAP is an employer association describing its own circulation, not an independent legal determination. No new numeric threshold, wage entitlement, universal stop-work rule or exact WBGT limit is asserted here. Income and voice: Whether rest is paid, which contractors/platform workers are covered, how grievances work and how protection is inspected need instrument- and workplace-specific verification. Cooling and buildings

  • Official guidance or data Philippine Green Building Code (2015) Fact: The original code, retrieved from ADB’s legal repository, covers envelope, ventilation, roof insulation, colour and mechanical systems for qualifying buildings. Limit: Coverage is conditional on occupancy/size and other rules; do not assume it covers every existing low-income dwelling. No cooling effect or health benefit is inferred from compliance alone. Philippine Green Building Code 2015 original document via ADB (opens in a new tab)
  • Official guidance or data DOE appliance labelling/performance framework Fact: The UP National Administrative Register search record lists 2024 AC labelling guidance and amendments to PELP/MEPP instruments. Limit: Legal-deposit/index evidence establishes listed instruments, not every operative threshold, enforcement rate or appliance performance. Full latest texts and approved labels would be worth checking for procurement. DOE 2024 AC labelling guidance legal deposit index (opens in a new tab)
  • Reported, not evaluated Quezon City Green Building Code update Fact: City government reports a November 2025 code launch aligned with its climate plan and national framework. Limit: Announcement reviewed; full current ordinance, transition provisions and local enforcement not verified. QC Green Building Code launch (opens in a new tab)
  • Reported, not evaluated Refrigerant transition and servicing Fact: UNIDO reports 2026 work with DENR/Philippine Ozone Desk on HCFC phase-out, future Kigali implementation and technical capacity for alternatives. Limit: Do not conflate ozone-depleting HCFC phase-out with HFC phase-down. Equipment-specific refrigerant/GWP, charge limits, safety and recovery arrangements would be worth verifying. No refrigerant retrofit is prescribed. UNIDO Philippines cooling programme 2026 (opens in a new tab)

Cooling design options

  • Design concept Envelope, shade and ventilation Costs: Currency: PHP Note: No comparable local lifecycle cost quote verified. No USD or FX conversion is invented; a fund envelope is not a unit intervention cost. Type: passive Evidence scope: Researcher design interpretation, not a measured performance claim or endorsement. Mechanism: Reduce solar/radiant gain and use available air movement; ventilation would ideally consider outdoor heat, air quality and clinical infection-control needs. Suits: both Suits why: Relevant in either climate; humid conditions limit what ventilation alone can achieve. Tradeoffs and upkeep: Roof strength/typhoon wind, fire, damp, safe access, tenancy permission and maintenance. Source context: Philippine Green Building Code 2015 original document via ADB (opens in a new tab)
  • Design concept Efficient fans as a complementary option Costs: Currency: PHP Note: No comparable local lifecycle cost quote verified. No USD or FX conversion is invented; a fund envelope is not a unit intervention cost. Type: active Evidence scope: Researcher design interpretation, not a measured performance claim or endorsement. Mechanism: Move air around people rather than refrigerate the room. Suits: both Suits why: Benefit is conditional on humidity, air temperature, workload and vulnerability; not a universal safe-use prescription. Tradeoffs and upkeep: No power means no electric fan; repair and safe wiring matter. Do not infer illness prevention from comfort. Source context: Philippine National Adaptation Plan 2023–2050 (opens in a new tab)
  • Design concept Targeted air-conditioned refuges Costs: Currency: PHP Note: No comparable local lifecycle cost quote verified. No USD or FX conversion is invented; a fund envelope is not a unit intervention cost. Type: active Evidence scope: Researcher design interpretation, not a measured performance claim or endorsement. Mechanism: Provide a cooled indoor area; actual humidity control and heat-load performance would be worth checking. Suits: both Suits why: Refrigeration can cool in either climate; hot-humid design requires latent-load/humidity assessment. Tradeoffs and upkeep: Peak electricity, refrigerant leakage/GWP, street waste heat (loop cooling), outage vulnerability, queues, access and recurring cost. Source context: QC library cooling centres (opens in a new tab)
  • Design concept Maintained trees and public shade Costs: Currency: PHP Note: No comparable local lifecycle cost quote verified. No USD or FX conversion is invented; a fund envelope is not a unit intervention cost. Type: passive Evidence scope: Researcher design interpretation, not a measured performance claim or endorsement. Mechanism: Intercept solar radiation and, where conditions permit, support evapotranspiration. Suits: both Suits why: Shade is useful in dry and humid settings; water, canopy and airflow influence results. Tradeoffs and upkeep: Water scarcity, storm damage, root space, irrigation upkeep, displacement and inaccessible paths; protect tenure and users. Source context: Philippine Green Building Code 2015 original document via ADB (opens in a new tab)
  • Design concept Evaporative cooling screening Costs: Currency: PHP Note: No comparable local lifecycle cost quote verified. No USD or FX conversion is invented; a fund envelope is not a unit intervention cost. Type: active Evidence scope: Researcher design interpretation, not a measured performance claim or endorsement. Mechanism: Water evaporation can reduce dry-bulb temperature when sufficient evaporative potential exists. Suits: hot-dry Suits why: High humidity limits evaporation; no blanket recommendation for Philippine humid settings. Tradeoffs and upkeep: Additional humidity, water use, hygiene, indoor moisture and electrical/maintenance needs. Not a verified national programme. Money for protection

  • Official guidance or data People’s Survival Fund Role: Public adaptation project-finance mechanism for LGUs and qualified local/community organisations. Heat connection: A costed heat-protection proposal could be explored where adaptation eligibility, local risk evidence and application requirements are met; this is an inference, not a verified heat award. Access: CCC’s page describes proposals, work/financial plan and local planning/risk documents; confirm the current PSF Board Secretariat process and organisation accreditation. Opportunity status: Current call availability and heat-project eligibility not verified. Currency: PHP Budget limit: No national envelope presented as available money for this proposal. CCC People’s Survival Fund (opens in a new tab)
  • Official guidance or data LGU DRRM and General Fund budgeting Role: Budgeted local preparedness/mitigation alongside recurring service expenditure. Heat connection: Heat services require a lawful cost classification and approved local plan; do not assume any DRRM balance can finance any heat activity. Access: Local planning/budget offices and legal/accounting review. Opportunity status: Project-specific appropriation not verified. Currency: PHP Budget limit: The 2026 DILG repository abstract distinguishes some capital improvements from routine maintenance; full opinion would be worth reviewing before treating a cost as eligible. Republic Act 10121, disaster management law (opens in a new tab)  · DILG 2026 legal opinion on LDRRMF purposes (opens in a new tab)
  • Reported, not evaluated City partnership and technical preparation Role: Project preparation and city-to-city technical support. Heat connection: C40’s QC cooling-roadmap RFP and the city’s accelerator participation identify technical planning routes. Access: City and programme partnerships; no continuing open consultancy or grant call assumed. Opportunity status: Historical RFP / announced collaboration; current access not verified. Budget limit: A network or RFP is not a standing fund available to every applicant. What costs we could verify

Currency: PHP Note: No comparable local lifecycle cost quote verified. No USD or FX conversion is invented; a fund envelope is not a unit intervention cost.

Gaps in what we found

  • A consolidated, adopted national heat action plan with operational triggers, institutional mandates and itemised recurring finance was not verified; sectoral guidance and local initiatives were found.
  • Final adopted heat plans and heat-specific budget lines for most selected cities were not verified.
  • No independent outcome evaluation of the selected cooling-centre or awareness programmes was verified.
  • Indoor/night exposure, unpaid care, wage continuity, disability access and migrant/informal-worker reach remain incompletely documented in the reviewed sources.
  • No comparable local upfront/running/upkeep prices, poorest-quintile affordability assessment or heat-specific parametric policy wording verified.
  • No named worker-led or disability-led implementation partner was verified in this focused collection. This is not a claim that none exists.

Ways to help (proposed)

Fairness and delivery checks

Design concept Scope: Researcher checks for local co-design, not measured claims about every Philippine programme. Checks:
  • Include women and unpaid caregivers when schedules, access and household costs change.
  • Confirm accessible travel, entrances, toilets, seating and communication with disabled and older users; a designation does not establish accessibility.
  • Check whether renters can authorise roof work and whether improvements raise rents or displace users.
  • Include migrants, outdoor/informal workers and people without smartphones or cooling at home; verify who is actually reached.
  • Protect wage continuity and worker voice; do not use monitoring for surveillance, retaliation or unsafe output targets.
  • Budget drinking water, cleaning, servicing, electricity and replacement; account for outages and competing water use.

How the cities were chosen

Cities selected: 8 Rule: Combine named historical high population-exposure cities with a locally evidenced urban implementation case and regional heat-information/response and PAGASA station-extreme cases. Historical research: 2020 study covers 139 cities, largely using 2014–2016 hot-dry-season land-surface data and 2015 population indicators. Its exposure component is population density; it is not a current thermometer ranking. City list limit: These eight are evidence-selected priorities, not a verified national top-eight ranking in 2026. No comparable current dataset combining humidity, indoor/night heat, people exposed and vulnerability was verified. Geographic limit: Selected cases cover Luzon/Metro Manila and Mindanao; Visayas city coverage remains incomplete. That does not establish lower heat risk or less activity there. Official heat plan: Detail: A final adopted city heat action plan, legal instrument and itemised recurring budget were not verified in this review. This does not establish absence.

Agencies responsible: Mandated route: City/LGU DRRM planning arrangements under RA 10121, plus health, schools, planning/engineering, utilities and employers within their own mandates. Local delivery limit: Specific local commitments outside the documented examples are proposed routes, not verified operational assignments. Republic Act 10121, disaster management law (opens in a new tab)

Warnings: Verified national route: PAGASA heat-index information and DOST-described iHeatMAP. Local protocol: Local thresholds, offline channels, current duty roster and financed protective actions not verified. DOST iHeatMAP service explanation (opens in a new tab)

Rules for heat at work: National reference: RA 11058 for covered private-sector workplaces; verify current advisory text and applicability before using operational rules. City specific rule: Not verified Republic Act 11058, occupational safety and health (opens in a new tab)  · PMAP circulation of DOLE signed advisory 20-2026 (opens in a new tab)

Cooling and buildings: National reference: Philippine Green Building Code applies to qualifying buildings; local permit and current appliance requirements require checking. City specific requirements: Not verified Philippine Green Building Code 2015 original document via ADB (opens in a new tab)

Money for protection: Potential routes: Approved LGU budgets and eligible adaptation project routes, subject to legal/appraisal conditions; no heat earmark inferred. CCC People’s Survival Fund (opens in a new tab)  · DILG 2026 legal opinion on LDRRMF purposes (opens in a new tab)

Costs: Currency: PHP Note: No comparable local lifecycle cost quote verified. No USD or FX conversion is invented; a fund envelope is not a unit intervention cost.

Gaps in what we found:

  • Historical computed heat-index extremes need method scrutiny; very high heat-index values are not literal air temperatures or current citywide readings.
  • Neighbourhood indoor/night exposure, disability access, wage protection and recurring maintenance cost require verification.

Known, inferred, uncertain: Known: The same PAGASA presentation identifies Butuan among historical March–May station heat-index extremes, with the event dated 25 May 2020. Inferred: The proposed entry point follows from the documented exposure/response evidence. Uncertain: Current operational readiness, effects, local adoption, reach and costs.

Region: Agusan del Norte, Mindanao

Selection basis: The same PAGASA presentation identifies Butuan among historical March–May station heat-index extremes, with the event dated 25 May 2020.

Selection not a rank: true

Evidence:

Proposed collaboration entry: Investigate market/work protection and indoor/night measurements, alongside the legal and operating route for services.
